Regensburg: Welterbe als Motor einer integrierten Stadtentwicklung?

Abstract

In Regensburg hat die Auseinandersetzung mit dem baulichen Erbe eine lange Tradition. Ausgehend von den ersten Sanierungsbemühungen in den 1950er Jahren trugen insbesondere die beiden Stadtentwicklungspläne aus den Jahren 1977 und 2005 dazu bei, die Altstadt in ihrer Gesamtheit zu bewahren und behutsam weiterzuentwickeln. Mit der Ernennung zum Welterbe wurden zum einen diese Bemühungen bestätigt, zum anderen war dies auch der Anlass, eine Zwischenbilanz zu ziehen und das Zielsystem neu zu ordnen. Das geeignete Instrument hierfür ist der Welterbemanagementplan. Mit diesem integriertem Ansatz konnte gezeigt werden, dass neben reinen Denkmalschutzaufgaben eine große Bandbreite an Themen aus der gesamten kommunalen Lebenswelt durch den Welterbestatus berührt ist.In Regensburg the attempt to come to terms with the building heritage has a long tradition. With the appointment to World Heritage, these efforts were confirmed on the one hand, on the other hand this was also the occasion to draw up an interim balance and to order the objective system in a new way. The suitable instrument for this purpose is the World Heritage management plan. With this integrated approach it has been possible to show that, in addition to pure tasks of the protection of historic buildings and monuments, a great variety of themes from the entire municipal area of life is affected by the World Heritage status.
