Abstract
Die Arbeit entwickelt ein Konzept- und Handlungsmodell zur strategischen Planung von 'Grüner Infrastruktur' für einen gerechten Zugang zu ökologischem Raum in der Stadt. Es dient als Rahmen einer Untersuchung in den Städten Wien und München, welche mögliche Interventionen auf zwei Ebenen aufzeigt: jener der Verteilung ökologischen Raums und der Bereitstellung von grundlegenden Qualitäten beruhend auf einer erweiterten Wertebasis sowie jener der Entscheidungsfähigkeiten (governance capabilities) durch die Gestaltung sowohl von Verfügungsrechten als auch politischer, ökonomischer und sich zu artikulierender Machträume.
This thesis develops a conceptual and action model for the strategic planning of 'Green Infrastructure' which aims at a just access to ecological space in the city. The model forms the basis of an analysis carried out in the cities of Vienna and Munich, which indicates potential interventions at two levels: first the quantitative distribution of ecological space and the provision of basic qualities based on an extended value basis, and second the development of governance capabilities, particularly in relation to property entitlements and political, economic and articulation powers.
