Abstract
Die Arbeit analysiert das Aufkommen einer europäischen Dimension in der Metropolenpolitik indem sie Europäisierungsprozesse auf drei Ebenen des Policy-Making dekonstruiert: die nationalstaatliche, sub-nationale, supranationale Ebene. Untersucht wird (1), was europäisiert wird, indem Veränderungen des Verständnisses von Metropolregionen und zentrale räumliche Konzepte in subnationalen, nationalen und supranationalen Metropolenpolitiken identifiziert werden. Anschließend erforscht die Arbeit (2), wie Europäisierung in vertikalen und horizontalen Kanälen stattfindet und (3) identifiziert werden Formen des Policy-Lernens zwischen Kontexten, Reframing-Prozesse und Policy-Kontroversen, die den Wandel von Metropolenpolitik beeinflussen. Um das unterschwellige Aufkommen einer europäischen Dimension von Metropolenpolitik zu verstehen, verbindet die Arbeit einen Mehrebenen-Vergleich mit einer interpretativen Methodologie, die auf qualitativen Methoden wie Interviews und Dokumentenanalyse aufbaut. Der Vergleich stellt europäische Strategien in zwei Metropolregionen - Lyon und Stuttgart - in zwei nationalen Kontexten - Frankreich und Deutschland - gegenüber. Die Arbeit untersucht die Europäisierung von Metropolregionen als einen andauernden, selektiven und impliziten Prozess. Sie zeigt, dass die europäische Dimension von Metropolenpolitik nicht nur dem Einfluss von EU-Politiken von oben zugeschrieben werden kann, sondern auch das Engagement von unten in transnationalen Netzwerken von Metropolregionen einschließt, die zunehmend zu politischen Akteuren in der europäischen Mehrebenen-Polity werden.
The thesis addresses the appearance of a European dimension in metropolitan policies by deconstructing Europeanisation processes at three scales of policymaking which are relevant for metropolitan regions, namely the nation state, subnational entities and supranational EU institutions. Three analytical steps contribute to understanding the appearance of a European dimension in metropolitan policies. The first step considers what is being Europeanised by identifying shifts in the definition of metropolitan regions and key spatial concepts in sub-national, national and supranational metropolitan policies. The second step addresses the question how the Europeanisation of metropolitan policies takes place in vertical and horizontal channels. Third, the analysis identifies forms of policy learning between contexts, reframing processes and policy controversies influencing the change of metropolitan policies. A comparison juxtaposes European strategies in two metropolitan regions - Lyon and Stuttgart - located in two national contexts - France and Germany. The thesis explores the Europeanisation of metropolitan regions as an ongoing, selective and implicit process. lt reveals that the European dimension of metropolitan policies cannot be attributed to the top-down influence of EU policies only, but also involves the engagement of metropolitan regions 'from below' in transnational networks, which contributes to the emergence of metropolitan regions as political actors in the European multi-scalar polity.
