Abstract
Der Schutz vor Fluglärm ist ein wichtiges Thema des umweltbezogenen Gesundheitsschutzes. Er dient auch dazu die gesellschaftliche Akzeptanz des Luftverkehrs in Deutschland zu schaffen. Unter Einbeziehung von praktischen Erfahrungen sind in einer Arbeitsgruppe beim Umweltministerium von Rheinland-Pfalz mit Vertretern verschiedener Bundesländer, Fachbehörden und Verbände Vorschläge zur Verbesserung der rechtlichen Regelungen zum Fluglärmschutz entwickelt worden. Durch Änderungen des Fluglärmschutzgesetzes, des Bundes-Immissionsschutzgesetzes und des Luftverkehrsgesetzes kann das Schutzniveau kurz- und mittelfristig deutlich verbessert werden. Einige Vorschläge werden bereits als konkrete Gesetzesvorschläge im Bundesrat beraten.
The protection against aviation noise is an important subject of health protection in relation to the environment. Furthermore, it contributes to achieve social acceptance of air traffic in Germany. A work group at the Ministry for Environment, Agriculture, Food, Viticulture and Forestry Rhineland-Palatinate with representatives of several federal states, competent agencies and organizations developed proposals for more effective protective law considering practical experiences. Appropriate changes of the Act for Protection against Aircraft Noise, the Federal Immission Control Act and the Air Traffic Act could significantly improve the quality of noise protection in short- and medium-term. Already some proposals are in consideration at the Federal Council of Germany to amend acts.
