Ländliche Struktur- und Entwicklungsanalyse am Beispiel Schwentinetal/Barkauer Land.

Abstract

Das Sensitivitätsmodell ist ein Instrument zur Erfassung, Analyse, Planung und Mediation komplexer Systeme in Management, Unternehmen, Verwaltung, Planung und Forschung. Es ist eine Art "offenes Arbeitsgerüst", mit strukturierten und aufeinander aufbauenden Arbeitsschritten. Durch die schrittweise Beschreibung und Untersuchung des Systems aus verschiedenen Blickwinkeln kann der Anwender das zu untersuchende System und dessen "Sensitivität" (Empfindsamkeit für Wirkungen) in seiner Ganzheit kennen lernen und auf der Basis dieses ganzheitlichen Systemverständnisses nachhaltige und systemverträgliche Maßnahmen entwickeln und diese in entsprechenden Szenarien auf ihre Auswirkungen überprüfen. Das Sensitivitätsmodell wird sehr selten in der Planung eingesetzt, obwohl es einzigartig in der Erkennung der Zusammenhänge ist und in der Planung immer wieder Rückschlüsse auf die Faktoren ermöglicht, die das System intern und extern beeinflussen. In der Ländlichen Struktur- und Entwicklungsanalyse (LSE) III wurde das Sensitivitätsmodell nach Prof. Vester® eingesetzt. Praktische Erfahrungen mit dem Sensitivitätsmodell hat die Region Schwentinetal/Barkauer Land gesammelt. Der Artikel skizziert den Projektverlauf, stellt einige zentrale Ergebnisse dar, wägt die Erfolge und Hemmnisse des Sensitivitätsmodells in der Regionalentwicklung, insbesondere in Bezug auf die Zusammenarbeit mit den Bürgerinnen und Bürgern ab und schließt mit einer kurzen Darstellung der Umsetzung von Projekten nach Abschluss der eigentlichen LSE III. Die Intention des Projektes war, vernetztes Denken zu erproben und zu erlernen. Grenzen in der Wahrnehmung und im Denken aller Beteiligten sollten überschritten und damit eine Erweiterung des Horizontes angestoßen werden.The sensitivity model is an instrument for the registration, analysis, planning and mediation of complex systems in management, enterprises, administration, planning and research. It is a kind of "open working framework", with structured working steps that are based on each other. Through the stepwise description and analysis of the system from different perspectives, the applier can get to know the system that is to be investigated and its "sensitivity" (sensitivity to impacts) in its entirety and can develop sustainable and system-compatible measures on the basis of this holistic system conception and examine them in corresponding scenarios with regard to their impacts. The sensitivity model is applied very rarely in planning, although it is unique in the identification of the relationships and allows deductions in planning with regard to the factors that influence the system internally and externally. The sensitivity model according to Prof. Vester® has been applied in the "Rural Structural and Development Analysis" (LSE) III.The region Schwentinetal/Barkauer Land has gathered practical experience with the sensitivity model. The article outlines the process of the project, presents some central results, considers the success and limitations of the sensitivity model in regional development, particularly with respect to the collaboration with the citizens, and concludes with a short presentation of the implementation of the projects after the completion of the actual LSE III. The intention of the project was to test and to learn networked thinking. Limits in the perception and the thinking of all participants were to be transgressed and an enlargement of the horizon was to be initiated.
