Abstract
Dieser Beitrag schildert die Entwicklung der relativen Bezahlung der Hochqualifizierten in Staat und Privatwirtschaft in Westdeutschland seit 1977. Es zeigt sich, dass seit ca. 1987 die relative Bezahlung der Hochqualifizierten im öffentlichen Dienst im Vergleich zur Privatwirtschaft stark zurückgegangen ist: Gegenüber vergleichbaren Stellen in der Privatwirtschaft beträgt der relative Gehaltsrückgang zwischen 25% und 55%. Tendenziell bedingt dieser Rückgang eine Reallokation von Begabung vom öffentlichen zum privaten Sektor. Vermutlich hat er auch zu einem Motivationsverlust im öffentlichen Sektor geführt.
This paper investigates the evolution of job pays in the public and in the private sector for a number of positions requiring high skills in the FRG during the period 1977-2011. I find that since 1987 pays in the two sectors have been diverging and the highly skilled in the public sector have suffered from an increasing wage gap. In 2011, the relative pay decrease in the public sector as compared to 1987 amounted to about 25 to 55 percent. This evolution is likely to have fostered a reallocation of talent from the public to the private sector and to have negatively affected the intrinsic motivation of high-skilled workers in the public sector.
