Kooperatives Verkehrsmanagement in deutschen Ballungsräumen. Rahmenbedingungen und Potenziale.

Abstract

Der motorisierte Straßenverkehr wird auch zukünftig maßgeblich das Verkehrsgeschehen in deutschen Ballungsräumen bestimmen. Maßnahmen des Verkehrsmanagements erhalten in diesem Zusammenhang eine zunehmende Bedeutung, um insbesondere bei der Entzerrung und verträglichen Abwicklung von Verkehrsspitzen kurz- und mittelfristig Abhilfe zu schaffen. Es wurde untersucht, welche Anforderungen für eine flächendeckende Verbreitung derartiger Maßnahmen erfüllt werden müssen und welche Möglichkeiten sich hierbei ergeben.Motorized road transport will continue to play a decisive role in the traffic sector of Germany's metropolitan areas. Traffic management measures will gain importance since they can help to take off pressure from road infrastructure and soften traffic peaks in an acceptable way on a short to medium term basis. Research has already determined the requirements that need to be met with regard to the application of far-reaching measures and which alternatives for this may be considered. Technical requirements have largely been met with regard to the application of innovative operational measures, and traffic-related initiatives are being introduced, often in the form of a pilot scheme. The application of acceptable traffic control measures may prove particularly beneficial in connection with an expanded cooperative traffic management system that reaches beyond infrastructure and transport operators through a combination of individual and collective traffic guidance strategies on a regional basis, with due regard given to synergy-related aspects. The main obstacles to the successful expansion of a cooperative traffic management system are the lack of common or transferable technologies and related standards, and the existing organizational and financial regulatory framework. Furthermore, the impact assessment and benefit determination associated with the proposed measures are considered unsatisfactory as is quality management.
