Abstract
This working paper aims to develop an empirical definition of the knowledge economy, which provides the basis for primary and secondary data analyses of the knowledge economy in the German urban system. Since the knowledge economy can not easily be assigned to selected branches various authors have developed different approaches to differentiate between knowledge economic and other economic activities. Within the project "Implications of the knowledge economy for the development of the German urban system" the IRS has developed an own definition under consideration of these different approaches. This definition, furthermore, differentiates between four functional types of knowledge economic activities: High-tech industries, transformation oriented business services, transaction oriented business services as weil as information and media industries. The theoretical definition and empirical operationalisation of these four functional types is in the centre of this working paper's attention. The IRS' approach, furthermore, includes a consideration of knowledge intensive occupations implying an additional specification of the knowledge economy.
