Abstract
This paper explores the issue of which quantitative thresholds are used in the planning stipulations of the federal states, the rationale behind these thresholds, and the existence of practical experience and judicial decisions related to threshold use. The aim is to investigate possibilities for using quantitative thresholds in the new state planning stipulations intended to manage large-scale retailing in North Rhine-Westphalia. The results show that increased stringency in the rationale underlying quantitative thresholds is required. Combined with the particular settlement structure of NRW, this requirement leads to the recommendation that the use of such thresholds should be largely avoided in state planning stipulations, despite their practical advantages. Recommended is only that state plans should stipulate a maximum level (10 % of total retail space) for the amount of town-centre retail offerings allowed to be sold in large-scale retail facilities located outside central areas that have a main product range of non towncentre retail offerings.
