Abstract
Ein Blick auf die "Landkarte" interkommunaler Kooperationsstrukturen in Nordrhein-Westfalen (und anderswo) zeigt eindrücklich, dass regionale Handlungsräume zunehmend experimentellen Charakter aufweisen. Regionen sind weniger als starre Gebilde mit festen Grenzen, sondern vielmehr als sehr flexible Konstruktionen zu verstehen, die problembezogen entstehen. Ursächlich hierfür ist eine zunehmende Inkongruenz von territorialen und funktionalen Raumbezügen, die zu einem temporären Überschreiten administrativer Grenzen führt und dabei experimentelle Prozesse in Gang setzt, in denen etablierte Praktiken der Raumgestaltung hinterfragt werden. In diesem Beitrag werden am Beispiel der REGIONALE 2010 in der Region Köln/Bonn die nicht vorhersehbaren Eigendynamiken des experimentellen "Region Building" thematisiert. Dabei rücken vor allem die Dysfunktionalitäten, aber auch die Prozessinnovationen im Kontext einer strategischen Raumentwicklung in den Mittelpunkt.
A look at the "map" of inter-municipal cooperation in North Rhine-Westphalia (and elsewhere) shows clearly that regional cooperation is increasingly experimental in character. Regions are to be understood less as spaces with fixed boundaries, they are rather very flexible constructs. This is attributable to an increasing mismatch between territorial and functional spatial relationships and logics, which lead to a temporary crossing of administrative boundaries. In these phases, well-established practices of spatial planning and development are brought into question. In this article, the REGIONALE 2010 in Cologne/Bonn serves as an example to illustrate the unpredictable dynamics of experimental "region-building". Of special interest are the dysfunctions as well as the learningprocesses and innovations in the context of strategic spatial planning and development.
