CO2-Reduktion - städtische Herausforderungen und Strategien.

Abstract

Angesichts einer erdrückenden Beweislast sind Städte nicht untätig. Beispielsweise haben sie sich zum C40-Bündnis zusammengeschlossen, das 2006 vom Londoner Bürgermeister initiiert wurde und von der Clinton Climate Initiative unterstützt wird. Sie erarbeiten dort gemeinsam CO2-Minderungs- und Klimaanpassungsstrategien, die allesamt aus dem jeweiligen Ortskontext heraus entwickelt werden. Gemeinsame Aktivitäten und Programme fördern den Austausch zwischen den Städten und tragen so zum lebenslangen Lernen der Akteure der Stadt- und Regionalentwicklung bei. Auch das Bundesinstitut für Bau-, Stadt- und Raumforschung (BBSR) unterstützt die unterschiedlichen städtischen Strategien der CO2-Reduzierung durch die Vermittlung von Informationen, durch angewandte Forschung und durch Politikberatung. Die Zusammenarbeit mit den Schwesterinstituten in aller Welt sollte dabei zukünftig intensiviert werden, um gemeinsam entsprechende Felder der Politikberatung und angewandten Forschung zu eröffnen, die nationalen Ebenen weltweit für das Thema zu sensibilisieren und die Bündelungspotenziale zu nutzen.According to figures from the United Nations, half of the global population had to be described as urban already in 2008, but urbanisation itself proceeds very differently in the five continents. Its common feature is everywhere that cities and their regions belong to the chief emission sources of greenhouse gases. Some scientists come to the conclusion that they are responsible for 75% of all CO2 emissions. In view of this overwhelming evidence the cities are not inactive. They have, for instance, united to form the C40-Alliance, which was initiated in 2006 by the mayor of London and is supported by the Clinton Climate Initiative. There they jointly elaborate CO2 reduction and climate adaptation strategies, which are developed entirely from the respective local context. Joint activities and programs promote the exchange between the cities and contribute to life-long learning of the actors in urban and regional development in this way. The Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) supports the different urban strategies of CO2 reduction through the provision of information, through applied research and through policy advice. In order to make the national levels worldwide sensitive for the subject and to focus the potentials of policy design more strongly, the cooperation with the worldwide sister institutions should be intensified in the future and corresponding fields of policy advice and applied research should be opened.
