Neue Schwerpunkte in der polnischen Arbeitsmarktpolitik. Ein Überblick über die Entwicklung der polnischen Arbeitsmarktpolitik seit 1989.

Abstract

Der Beitrag untersucht die neuesten Entwicklungen in der polnischen Arbeitsgesetzgebung aus der Perspektive der laufenden Debatte über die aktivierende Arbeitsmarktpolitik. Es wird der Frage nachgegangen, ob Polen dem internationalen Trend zu Workfare-Strategien in der Arbeitsmarktpolitik folgt. Zunächst wird ein historischer Überblick über den Auf- und Ausbauprozess der arbeitsmarktpolitischen Institutionen und Instrumente nach der Wende 1989 geliefert. Danach wird untersucht, inwieweit das letzte Gesetz über Beschäftigungsförderung und Arbeitsmarktinstitutionen von 2004 die Erfahrungen von Polens Nachbarländern in der Aktivierung der Arbeitslosen berücksichtigt. Es werden die neuen Instrumente dargestellt, die einerseits fördernde, andererseits fordernde Elemente beinhalten. Abschließend folgt eine kritische Einschätzung der bestehenden Defizite in der polnischen Arbeitsmarktpolitik.The paper presents the recent developments in the Polish labour legislation from the perspective of the ongoing debate about activating labour market policy. The main question to discuss is whether Poland follows the international trend to workfare strategies in her labour market policy. First, a historical background of the process of establishing and extending the labour market institutions and instruments after year 1989 will be provided. Furthermore, it will be investigated to what extent the experiences of Poland s neighbouring countries in activating the unemployed population are considered by the latest Act of Employment Assistance and Labour Market Institutions from year 2004. Subsequently, the paper presents the new activating and supporting instruments. Finally, a critical analysis regarding deficits that still exist in the Polish labour market policy will be provided.
