Abstract

Das neuste Kantonsmonitoring von Avenir Suisse präsentiert die erste vollständige Erhebung der kantonalen Instrumente zur Siedlungssteuerung. Die umfassende Analyse deckt große kantonale Unterschiede in der Qualität des raumplanerischen Instrumentariums auf. Im Gesamtranking zur Siedlungssteuerung schneiden städtische Kantone gut ab, viele kleine Kantone liegen eher auf den hinteren Plätzen. Doch auch zwischen strukturell ähnlichen Kantonen zeigen sich erhebliche Differenzen. Die Studie kommt zu dem Schluss, dass eine wirkungsvolle Steuerung der Raumentwicklung nur möglich ist, wenn die Behörden übergeordnete Prinzipien und Regeln gegenüber lokalen Partikularinteressen durchzusetzen vermögen.The most recent monitoring of the cantons of Avenir Suisse presents the first comprehensive survey of the instruments of the cantons to manage settlements. The comprehensive analysis discloses great differences among the cantons in the quality of the set of spatial planning instruments. Urban cantons do well in the total ranking of the management of settlements, while many small cantons range in backward positions. But considerable differences can also be found between cantons that are similar in terms of structure. The study reaches the conclusion that an effective management of spatial development is only possible if the authorities are able to enforce overreaching principles and regulations against particular local interests.
