Balancing strategic and institutional planning: The search for a pro-active planning instrument.

Abstract

Strategische und institutionelle Planung im Gleichgewicht: Die Suche nach einem pro-aktiven Planungsinstrument. - Im Beitrag stellt der Autor die Unterschiede zwischen der strategischen Planung und institutioneller Planung und der schwierigen Beziehung zwischen beiden heraus. Die Argumentation basiert auf der Tatsache, dass sich die Ziele und Instrumente der beiden Ansätze unterscheiden. Auf der einen Seite ist die strategische Raumplanung ein sozial-räumlicher Prozess, eine Aktivität, die auf die nachhaltige und qualitative Transformation und Innovation der Wirklichkeit zielt. Auf der anderen Seite ist in den meisten Ländern das Ziel der institutionellen Planung, auf der Grundlage der Landnutzung und Flächennutzungsplanung von Rechtssicherheit zu schaffen und das Baurecht zu organisieren. Nach der Vorstellung und Erfahrung des Autors ist die Kombination beider legitim, aber für ganz verschiedenartige Ziele die gleichen Ansätze und Instrumenten zu nutzen ist schwierig und fast unmöglich.In this article the author highlights the differences between strategic planning and institutional planning and the difficult relation between both. The arguments are based upon the fact that the goals and objectives of the approaches and instruments are different. On the one hand strategic spatial planning is a social/ spatial process, an activity aiming at the sustainable and qualitative transformation and innovation of reality. On the other hand the objective of institutional planning, in most countries based upon land use and zoning planning, is the creation of legal certainty and the regulation of building rights. In the mind and the experience of the author the combination of both legitimate but total different goals using the same approaches and instruments is difficult and almost impossible.
