Abstract
Der Autor referiert über die Ausgangslage und Intention der kommunalen Gebietsreform. Er kennzeichnet das Dilemma, in dem sich die Bewertung dieser Reform befindet, diskutiert den Verlust an Partizipationschancen für den betroffenen Bürger und gibt eine Einschätzung von Gebietsreform als Organisationsreform und Gestaltung der kommunalen Selbstverwaltung ab. lb
