Kolorado Neustadt. Aktive Diversifizierung und situative Praxis im Stadtumbau.

Abstract

Die Kolorado-Studie ist Grundlage für die Weiterentwicklung des Stadtentwicklungskonzepts Halle-Neustadt. Die zentralen Aspekte lauten: Einführen einer neuen Felderstruktur, dadurch Handlungsfähigkeit; kleinteilige Entwicklung; Dynamik zwischen verschiedenen Feldern; Ausrichtung des Feldes an einer speziellen Idee; Aktivierung verschiedener Akteure; offene, flexible Planung. Kolorado kombiniert Top-down- und Bottom-up-Werkzeuge und -Methoden und verschiebt den Schwerpunkt vom Entwurf eines Masterplans zu einem neuen Kommunikationssystem. In einem mehrstufigen Arbeitsprozess wird der Kolorado-Ansatz im Bereich "Am Tulpenbrunnen" mit folgenden Schritten erprobt: (1) Information, (2) Kommunikation, (3) Synthese: Motto/Thema, (4) Kooperation/Handlungsansatz. Entscheidend ist der Wechsel der Perspektiven in der Arbeit vom Planungstisch in die Vor-Ort-Aktionen und zurück. difuKolorado Neustadt. Active diversification and situative practice in urban redevelopment. - The Kolorado study is a basis for the further development of the urban development concept for Halle-Neustadt. The central aspects are: introduction of a new field structure, through this capability for action, small scale development, dynamics between different fields, orientation of the field towards a specific idea, activation of different agencies, open, flexible planning. Kolorado combines top-down and bottom-up tools and methods and shifts the focus from the drafting of a master plan to a new communication system. In a working process involving several steps we are testing the Kolorado approach in the area "Am Tulpenbrunnen" with the steps (1) information, (2) communication, (3) synthesis: motto/theme, (4) co-operation policy approach.
