Kommunale Praxis in der Öffentlichkeitsbeteiligung bei der Lärmaktionsplanung.

Abstract

Nach 2008 und 2013 folgt die dritte Stufe der Lärmaktionsplanung nach EG-Umgebungslärmrichtlinie in 2018. Die europäischen Kommunen stehen damit vor der Herausforderung, einen Lärmaktionsplan zur Reduzierung des Umgebungslärms unter Information und Mit-wirkung der Öffentlichkeit aufzustellen. Das Umweltbundesamt vergab 2013 einen Auftrag an ein Konsortium, um die bis dahin erfolgte bundesweite kommunale Praxis der Lärmaktionsplanung zu untersuchen und zu optimieren. Eine wesentliche Frage dabei war die Nutzung des Internets für die Öffentlichkeitsbeteiligung und in welchem Verhältnis Online- und "Offline"-Beteiligung am sinnvollsten für eine erfolgreiche Lärmaktionsplanung anzuwenden sind.In 2018, the third stage of Noise Action planning is due including the information and involvement of the public. On behalf of the Federal Environmental Agency in 2013 a team of experts analyzed the practice of noise mapping and action planning in the German municipalities so far. The results of the study showed that there were many different approaches with respect to information and involvement used in the municipalities. One essential topic is the use of the internet for the involvement of the public and the proportion of Online- and "Offline"-methods for an effective and successful action planning.
