Deutschland in der Open Government Partnership. Eine Analyse des zweiten Nationalen Aktionsplans und Ableitung von Handlungsempfehlungen für seine erfolgreiche Umsetzung.

Abstract

Das Konzept Open Government wird in Expertenkreisen als Ansatz für erhöhte Transparenz, Partizipation, Zusammenarbeit und Innovation in Politik und Verwaltung diskutiert. Deutschland verpflichtet sich durch den zweiten Nationalen Aktionsplan im Rahmen der Open Government Partner­ship, das Konzept durch konkrete Verpflichtungen zu implementieren. Die Arbeit untersucht die definitorische Abgrenzung und das Verständnis von Open Government in Deutschland und identifiziert relevante Akteurs­gruppen. Mithilfe von Experteninterviews analysiert sie den Konsultations­prozess sowie die einzelnen Verpflichtungen des Aktionsplans und des föderalen Anhangs. Herausforderungen werden bestimmt und unter Berücksichtigung der jeweiligen Handlungsrahmen Empfehlungen für Akteursgruppen entwickelt. Es zeigt sich, dass eine einheitliche Strategie notwendig ist, um das Konzept Open Government sowie folgende Natio­nale Aktionspläne erfolgreich anzugehen.The concept of Open Government is discussed in expert circles as an approach for increased transparency, participation, cooperation and inno­vation in politics and administration. Through the second National Action Plan within the framework of the Open Government Partnership, Germany undertakes to implement the concept through concrete commitments. The thesis examines the definition and understanding of Open Government in Germany and identifies relevant groups of actors. With the help of expert interviews, it analyses the consultation process and the individual obli­gations of the Action Plan and the federal annex. Challenges are identified and recommendations for groups of actors are developed, taking into account the respective action frameworks. lt has become apparent that a uniform strategy is necessary in order to successfully tackle the Open Government concept and the following National Action Plans.
