Nachhaltigkeitscheck ESYS. Zwischenbericht.

Abstract

Ziel des Programmes "Entscheidungssystem zur Abschätzung des langfristigen Infrastruktur- und Flächenbedarfes" ist es, ein web-basiertes Tool für eine nachhaltige Infrastruktur- und Flächenplanung zu schaffen. Dieses Tool soll für Akteure in Politik und Verwaltung eine Unterstützung bei Entscheidungsfindungsprozessen sein. Das Bewertungssystem basiert auf dem Konzept der nachhaltigen Entwicklung. Der Inhalt des Konzepts ist anhand von wissenschaftlichen Befragungen und Hinzuziehung von Experten, die stichhaltige Bewertungen von geplanten Infrastruktur-Projekten gegeben haben, operationalisiert worden. Der erste Teil des Forschungsprojekts lieferte das theoretische Fundament und den Prototyp für Dienste der sozialen und technischen Infrastruktur (Schulen bzw. Straßenarbeiten, Wasserversorgung und Abwasserentsorgung). Nun, in der zweiten Phase werden die theoretischen Annahmen getestet und die Handhabung des Tools wird durch praktische Tests in Zusammenarbeit mit Partnern aus der Verwaltung verbessert. Die wissenschaftliche Arbeit innerhalb des IRS wird darüber hinaus von den Ergebnissen aus Experten-Workshops unterstützt. Zusätzlich werden weitergehende Checks für ergänzende relevante Infrastruktur durchgeführt.The goal of the research project "Sustainability Check for a Demography-resilient Infrastructure Development" is the design of a web-based sustainability check for a sustainable infrastructure and land use planning. This tool shall give actors in politics and administration an additional, helpful support in the decision making process. The rating system is based on the concept of sustainable development. The content of the concept is operationalised by means of scientific inquiry and consultation of experts providing a valid evaluation of planned infrastructure projects. The first stage of the research project delivered the theoretical fundament and the prototype for services of social and technical infrastructure (schools respectively road works, water supply and wastewater disposal). Now, in the second phase, the theoretical assumptions will be tested and the manageability of the tool will be improved by practical tests in cooperation with partners from administration. The scientific work in the IRS is furthermore supported by the results of expert-workshops. In addition to that, more checks for additional relevant infrastructures will be implemented.
