Innenstadtaufwertung in niederösterreichischen Kleinstädten.

Abstract

Die Arbeit behandelt anhand der drei Beispielstädte Hollabrunn, Mistelbach und Neunkirchen Möglichkeiten der Innenstadtaufwertung in niederösterreichischen Städten. Beim analysierten Stadttypus handelt es sich um Kleinstädte, die in ihrem Aufbau dem europäischen Stadtmodell entsprechen. Das Ziel seitens der Städte ist die Belebung des Kerns, indem durch ein ausgewogenes Angebot unterschiedlicher Nutzungen die Besucherfrequenz erhöht wird. Ein Förderansatz des Landes Niederösterreich, der sich mit der Zentrumsaufwertung auseinandersetzt, ist die Landesaktion Stadterneuerung. Dabei handelt es sich um einen partizipativ ausgerichteten Ansatz. Im Rahmen der Analyse der Städte, die an diesem Programm teilnehmen und in denen somit aktiv Innenstadtentwicklung betrieben wird, wurden die Maßnahmenumsetzung, wie auch die Prozesse betrachtet. Dies erfolgte vor dem Hintergrund der Frage nach dem aktuell notwendigen Angebot in einer Innenstadt. Als zweiter wesentlicher Einfluss wird auf das niederösterreichische Förderinstrumentarium zur Stadterneuerung eingegangen. Das Ergebnis der Arbeit besteht in einer Darstellung der Analyse und einer darauf aufbauenden Ableitung von Handlungsempfehlungen auf städtischer Ebene, wie auch auf der Metaebene des Landes.This thesis offers an insight into the possibilities of innercity development processes in cities in Lower Austria. The type of city, which thereby is analysed, is that of small cities. The examples are Hollabrunn, Mistelbach and Neunkirchen. Their structure follows the European city model. The aim of the city-governments hereby is a lively core of the city. This result should be reached through a good mixture of usings and hence a growing frequency of visitors. The county of Lower Austria developed a system of funding for improving the innercity situation, which is called "Landesaktion Stadterneuerung" (Programme for City-Renewal). The programme aims on the civic participation of the citizens of a city. The involvement in the programme in the three cities indicates activity in innercity development. The analysis focusses on the activities, as well as on the processes. The research is based on the question, what a nowadays city centre should offer to the inhabitants. A second important aspect is the system of funding instruments of Lower Austria. The results of the thesis are the analysis and following recommendations on how the activities on the city level but also on the meta-level of the county could be improved.
