Rail Baltica Growth Corridor - zwischen Vision und wirtschaftlicher Realität.

Abstract

Die Länder Berlin und Brandenburg wollen gemeinsam die Chancen der Erweiterung des europäischen Binnenmarktes und die Lage der Hauptstadtregion am Schnittpunkt wichtiger transeuropäischer Verkehrsachsen nutzen, um aus einer verkehrlichen Randlage herauszukommen. Ergänzend zur "Nord-Süd-Initiative", d.h. Verbindungen von den skandinavischen Ländern über Mitteleuropa bis an die Adria, ist daher auch der Ost-West-Korridor in Richtung Polen, Russland und in Richtung Baltische Staaten sowie Finnland von Interesse. Gemeinsam mit Partnern aus Estland, Finnland, Lettland, Litauen, Polen und Russland setzen sich die Länder Berlin und Brandenburg daher für eine Verbesserung der Verbindungsqualitäten untereinander auf dem Schienenwege ein. Von Bedeutung sind dabei auch die Vernetzung aller Logistikzentren, die städtebauliche Integration der Bahnhöfe sowie die Schienenanbindung aller Flughäfen an die Rail Baltica sowie der Aufbau von Fahrplanformationssystemen. Das INTERREG IVB-Projekt "Rail Baltica Growth Corridor" trägt in bedeutendem Maße zur Unterstützung dieses Anliegens bei. Der Beitrag zeigt, wie sich die Idee der "Rail Baltica" im historischen Kontext entwickelt hat und welche aktuellen Initiativen zu deren Umsetzung ergriffen wurden. Er zeigt bestehende Herausforderungen, erzielte Fortschritte sowie weitere Perspektiven auf.The federal states Berlin and Brandenburg intend to use the chances of the enlargement of the Single European Market and the location of the capital region on the intersection of important trans-European transportation axes together to get out of a peripheral location in transportation. Complementary to the "North-South Initiative", i.e. links from the Scandinavian countries via Central Europe to the Adriatic Sea, the East-West Corridor in the direction of Poland, Russia and towards the Baltic States as well as Finland is of interest. Together with partners from Estonia, Finland, Latvia, Poland and Russia, the federal states Berlin and Brandenburg therefore support an improvement of the quality of the links among each other on the railways. The networking of all logistics centres, the urban development integration of the railway stations as well as the rail link of all airports to the Rail Baltica as well as the establishment of timetable information systems are also of significance in this context. The INTERREG IVB project "Rail Baltica Growth Corridor" contributes significantly to supporting this aim. The article shows how the idea of the "Rail Baltica" has evolved in the historical context and which current initiatives were taken for its implementation. It indicates existing challenges, the progress that has been made as well as further perspectives.
