Upside down, inside out, and round and round: das Wriezener Freiraum Labor.

Abstract

Das Wriezener Freiraum Labor steht nicht für eine bloß experimentelle Freiraumplanung, sondern für eine konkrete, bürgernahe und in geduldiger und engagierter Gemeinschaftsplanung vorangetriebene Stadtentwicklung von unten. Es bildet nur einen Teil eines langjährigen Planungs-, Beteiligungs-und Umsetzungsprozesses für altes Bahngelände im Berliner Bezirk Friedrichshain-Kreuzberg, der schon Ende der 1990er Jahre von engagierten Initiativen vor Ort angestoßen und geduldig vorangetrieben wurde. Auf dem ehemaligen Wriezener Verladebahnhof ist so ein neuer Freiraum für die Bürger entstanden: ein erweitertes Klassenzimmer für die benachbarte Schule, ein vielseitiges (Schul-)Sportgelände, ein Gartenland, ein Vereinsland, ein Treffpunkt für alle. Es wurde gemeinsam geplant, aufgeräumt, recycelt, Bestand neu geordnet und gestaltet. Das Wriezener Freiraum Labor steht dabei für vieles: für eine integrierende Gestaltung des räumlichen Zusammenlebens in der postindustriellen Stadt; für das zwanglose Sammeln von Ideen und gleichberechtigte Aushandeln von Lösungen unter Bürgern; für gemeinsame Planungsprozesse mit der Verwaltung und privaten Eignern; für eine stärker aufnehmende, beratende und bürgerschaftlich mitwirkende Arbeitsform in den planenden Berufen; für Netzwerkarbeit. Es steht auch für Unterbrechungen, Neuanfänge, Dranbleiben in langwierigen Planungs-und Beteiligungsprozessen sowie nicht zuletzt für den hohen Wert einer Unterstützung durch das ExWoSt-Programm.The Open Space Laboratory in Wriezen does not represent a merely experimental open space planning, but a concrete urban development from below which is close to the citizens and has been brought forward in patient and engaged community planning. It constitutes only a part of a planning, participation and implementation process over many years for an old railway site in the district Friedrichshain-Kreuzberg in Berlin that was already begun at the end of the 1990's by engaged local initiatives and that has been patiently advanced. Thus a new open space for the citizens has developed in the former loading station in Wriezen: an enlarged classroom for the neighbouring school, a varied (school) sports ground, garden land, space for associations and a meeting place for everybody. It has been jointly planned, tidied up, recycled, reorganised and designed. The Open Space Laboratory in Wriezen represents many things: an integrative shaping of the spatial life together in the post-industrial city; the informal collection of ideas and the negotiation of solutions among the citizens on an equal basis; joint planning processes with the administration and private owners; a more inclusive, advisory form of work with citizen participation in the planning occupations; network activities. It also represents disruptions, restarts, perseverance in lengthy planning and participation processes as well as not least the high value of support through the ExWoSt-programme.
