Verkäufe kommunaler Wohnungsbestände - Ausmaß und aktuelle Entwicklungen.

Abstract

Der Beitrag gibt einen Überblick über das Verkaufsgeschehen von kommunalen Wohnungsbeständen seit 1999. Im Rahmen von großen Bestandsverkäufen ab 800 Einheiten verkauften Kommunen bis Mitte 2011 zusammen rund 379.000 Wohnungen. Insgesamt führte nur ein eher kleiner Teil der Kommunen größere Verkäufe durch. Zudem zeigt die nähere Betrachtung der Käufer, dass das Ausmaß der kommunalen Verkaufsaktivitäten durch mehrere Verkäufe an städtische Tochtergesellschaften spürbar relativiert wird. Private Investoren - darunter vorwiegend international agierende Finanzinvestoren - erwarben gut die Hälfte der von Kommunen veräußerten Wohnungen. Die in der öffentlichen Meinung sehr kritisch gesehenen Komplettverkäufe kommunalen Wohneigentums sind bisher als Einzelfälle einzuordnen. In einigen Fällen haben Privatisierungen kommunaler Bestände allerdings einen spürbaren Anteil am lokalen Gesamtwohnungsbestand erreicht. Seit der öffentlichen Diskussion um den Totalverkauf der Dresdener Wohnungsbaugesellschaft und dem erfolgreichen Bürgerentscheid gegen die Privatisierung der Freiburger Wohnungsbestände im Jahr 2006 halten sich die Kommunen bei Verkäufen ihrer Bestände sehr zurück.The article gives an overview of the sale process of municipal housing stocks since 1999. In the framework of large sales of stocks with more than 800 units, the municipalities sold approximately 379.000 dwellings altogether until the middle of 2011. In total only a rather small part of the municipalities carried out larger sales. Furthermore, a closer inspection of the buyers shows that the extent of the municipal sales activities is put into relative terms through several sales to subsidiary companies of the cities. Private investors - among them mainly internationally operating financial investors - acquired more than half of the dwellings sold by the municipalities. The complete sales of municipal housing property, which were viewed very critically by the public, can be considered as individual cases so far. However, in some cases privatisations of municipal stocks have reached a notable share of the local total housing stock. Since the public discussions about the total sale of the Dresden House-building Society and the successful citizen vote against the privatisation of housing stocks in Freiburg in the year 2006, the municipalities have been very restrictive with sales of their stocks.
