For the past fifteen years, Scandinavia's policy of controlled competition has proved successful. The quality of service has been standardized while staff benefits and environmental concerns have duly been taken into consideration. The deciding factors applied when commissioning carriers in the public transport sector, must - in addition to tariff levels - safeguard the above mentioned criteria as well as passengers' satisfaction. This is evaluated and accorded objectively determined levels of value. Some negative factors have, nevertheless, shown up and prompted a partly unnecessary competitive shakeout in the transport market during the early period. Germany could learn from the positive experience of Denmark but this would mean an early start for the concerned authorities - together with the transport carriers - to set about tackling future tasks. difu
