Freight forwarders obtaining their own pool of vehicles have to decide whether they can handle an order by making use of their own resources (self-fullfillment) or whether it is necessary to re-sell a given order to another carrier (subcontraction). In the case of self-fullfilling, it is customary to plan a route in line with the capacity at hand. If outsourcing is resorted to, it is possible to minimize costs - due to appropriate disposition measures - whenever an order is transferred to another forwarder. The entire process is known as 'integrated operational transportation planning'. This report describes the process of a forwarder's integrated operational transportation planning whereby human decision-making interacts with an automatic problem solver approach to plan the handling of orders with the help of a range of criteria. Also featured are various decision-related points, which may be considered during the planning process. Finally, a discussion follows of the cost factors associated with various forms of order completion and their impact on decision taken during the planning process. difu
