Abstract
Der Artikel zeigt am Beispiel der Stadtplanung in Dar es Salaam auf, dass Entwicklungsprojekte der Industrieländer, die von Consultings durchgeführt werden, sich mehr an organisatorischen Gesichtspunkten der Durchführbarkeit, Abwicklung und Finanzierung orientieren als an dem Anspruch, den Entwicklungsländern bei der Verwirklichung ihrer politischen Ziele zu helfen.
