Abstract
Ein ÖPNV zum Nulltarif wird häufig als Möglichkeit ins Spiel gebracht, Wege vom MIV auf den ÖPNV zu verlagern. Die bisherigen Erfahrungen mit Nulltarifen zeigen jedoch, dass er nicht dazu geeignet ist, im großen Umfang zu einer Verkehrsverlagerung vom MIV auf den ÖPNV beizutragen. Die Auswirkungen von Preisänderungen im ÖPNV auf die Nachfrage im MIV sind gering. Eine exemplarische Befragung von Inhabern des LandesTicket Hessen unterstützt den bisherigen Forschungsstand. Der Nulltarif erzielt seine größte Wirkung bei ÖPNV-Stammkunden. ÖPNV-ferne Gruppen werden kaum zur Verkehrsverlagerung angeregt.
A free-of-charge public transport system is often suggested as a method of encouraging people to use public transport rather than their own private vehicles. However, previous experiences with free-of-charge public transport systems have shown that they do not cause the public to radically shift from private vehicles to public transport. Changes to the price of public transport do not have a great effect on the amount of private vehicles being used. An exemplary survey of LandesTicket Hessen holders supports the position presented by the research. A free-of-charge public transport system has the most effect on the behaviour of regular public transport users. The free-of-charge system hardly has any effect on the transport behaviour of those people who do not already regularly use public transport.
