Abstract
Im Zentrum der Regionalisierung des Schienenverkehrs in der Schweiz, Belgien und Frankreich standen nicht die Benützer/-innen sondern die Neuverteilung der Kompetenzen und der Finanzen zwischen Staat und Regionen. Dem teilweise realisierten Ausbau des Angebots folgte nicht automatisch eine gleichwertige Steigerung der Fahrgastzahlen. Durch die Konkurrenz von parallel führenden Straßen, in die erhebliche Summen zur Kapazitätserhöhung investiert wurden, verlieren die Nebenbahnen an Modal-Split-Anteilen in einem insgesamt wachsenden Markt. difu
