Verlagerungseffekte der Lkw-Autobahnmaut. Eine Verkehrssimulation am Beispiel Bayerns.

Abstract

Schon lange vor der Einführung der Maut für schwere Lkw ab 12 t zGG auf dem deutschen Autobahnnetz zum 1. Januar 2005 war allen Beteiligten klar, dass diese finanzielle Mehrbelastung in der Güterverkehrsbranche zu deutlichen Reaktionen führen würde und auch sollte. Sowohl positive Effekte, wie etwa eine Verkehrsverlagerung auf alternative Verkehrsträger oder ein Wechsel zu umweltfreundlicheren Fahrzeugen, wurden erwartet, als auch negative Effekte, wie Ausweichverkehre auf das nachgeordnete kostenfreie Straßennetz oder Mehrverkehr durch einen Wechsel auf kleinere, nicht mautpflichtige Fahrzeuge. difuThe report features the outcome of a study undertaken by the TU of Dresden, using the traffic simulation programme 'Visum', in which the impact of the shift in vehicle movements has been investigated in the wake of the introduction of motorway tolls for heavy trucks. This simulation exercise has been carried out with the help of data related to the transport system of Bavaria, and by differentiating between local, regional und long haul traffic. Time values-related factors have been applied and evaluated - in the form of a comparison by making use of the 'Tribut' and 'Multilern' simulation methods. Changes resulting from the application of road user charges can be clearly identified: in the case of the three different categories of traffic mentioned, alternatives to the federal road system have been chosen to the extent of 13% to over 32% of the total traffic volume prior to the levy of toll charges. Especially long haul traffic covers enormous distances on roads secondary to the federal motorway network. difu
