Bei der Betrachtung von Akteuren und Akteurskonstellationen in Großschutzgebieten wird häufig unterschieden, welche Akteure in der Steuerung des Gebietes eine entscheidende Rolle einnehmen und welche in weiteren Prozessen beteiligt oder betroffen sind. Da insbesondere Naturparke eine große Bandbreite an Zielen und Funktionen aufweisen, treffen viele Akteure mit ganz unterschiedlichen Interessen und Handlungslogiken aufeinander. Dies kann eine besondere Herausforderung sein, aber es können auch Synergieeffekte entstehen. Der Verband Deutscher Naturparke (VDN) hat im Rahmen der sogenannten "Qualitätsoffensive Naturparke" eine Vielzahl an Daten erhoben, die der Selbstevaluierung und der Verbesserung und Weiterentwicklung der Naturparkarbeit dienen. Unter anderem wurden Daten zu Trägerstrukturen und zu am Naturparkplan beteiligten Interessengruppen sowie zu Kooperationen und Netzwerken aufgenommen. Dieser Beitrag beleuchtet zum einen die Ausgestaltung der Akteurskonstellationen in den Naturparken in Hessen, Rheinland-Pfalz und im Saarland aufgrund der Ergebnisse der Qualitätsoffensive. Zum anderen werden Erkenntnisse aus europäischen Untersuchungen dargestellt, um aufzuzeigen, welche Herausforderungen, aber auch Potenziale sich durch unterschiedliche Akteure und ihre Konstellationen ergeben können.
When considering actors and actor constellations in large-scale protected areas, it is common to distinguish between actors who play a decisive role in the management of the area and those who are involved in and affected by other processes. Nature parks are characterised by a particularly broad range of objectives and functions so that many actors with very different interests and action logics come together. This can be especially challenging but can also lead to synergy effects. In the course of a so-called Nature Parks Quality Campaign , the Association of German Nature Parks (VDN) collected a great deal of data that can be used for evaluation and the improvement and further development of work in nature parks. The data collected includes information on organisational structure, on interest groups involved in nature park planning, and on cooperation and networks. This paper sheds light on the nature of actor constellations in the nature parks in Hessen, Rheinland-Pfalz and Saarland, based on the results of the quality campaign. Furthermore, findings from European investigations are presented in order to demonstrate the challenges and potentials that can emerge with different actors and their constellations.
