Im Vorfeld der politischen Entscheidung über den Bau eines der größten derzeit diskutierten PPP-Projekte, der festen Fehmarn-Querung, wurde 2006 ein neuartiges so genanntes "Umweltkonsultationsverfahren" in Deutschland und Dänemark durchgeführt. Der Beitrag stellt Ziele, Vorbereitung, Durchführung und Ergebnisse dieses grenzüberschreitenden Konsultationsverfahrens dar, das in Deutschland und Dänemark bisher ohne Beispiel ist. difu
Prior to the political decision-making concerning the realization of the 20 km Fehmarnbelt fixed link across the Baltic Sea between Denmark and Germany as well as the upgrading of the 228 km hinterland infrastructure the environmental implications play an important role in the decision-making process, besides technical and financial issues. The Ministries of Transport had therefore decided to conduct an innovative so-called 'environmental consultation procedure' in both countries as a part of a firm basis of the decision-making. With this voluntary procedure the public interest organizations and authorities were proactively provided with early and comprehensive environmental information through an Environmental Consultation Report and these stakeholders were given an opportunity to express their views on the environmental issues already at an early stage in the decision-making process. The comments of those who participated in the environmental consultation procedure were summarized in an Environmental Consultation Response Report. They serve as an input to the Ministries' of Transport decision-making process and will be taken into consideration in the future development of the project. difu
