Zusammenfassung
Die (Un-)Möglichkeit einer Planung von Flughäfen und Flughafenumfeldern bedarf zunächst der genauen Betrachtung höchst dynamischer Wandlungsprozesse komplexer städtischer Regionen, in die Flughäfen eingebettet sind. Im Vordergrund stehen dabei zwei Aspekte: das Maß der Steuerung und Intervention durch planerische Instrumente sowie der Grad der räumlichen Integration des Flughafens und seines urbanen Kontextes. Am Beispiel des räumlich und ökonomisch in die städtische Region hoch integrierten Flughafens Zürich lassen sich die vielfältigen Abhängigkeiten und die daraus entstehenden Potenziale und Risiken erkennen, aus denen sich die Notwendigkeit einer integrierten Planung ergibt.
The (im-)possibility of planning airports and airport environments requires to analyze the very dynamic change processes of complex city regions in which airports are located. A focus must be on two aspects: the extent to which they are steered and intervened by planning instruments as well as the degree of spatial integration of the airport and its urban environment. The example of the spatially and economically very well integrated Zurich airport in its surrounding city region shows the various dependencies and related potentials and risks making integrated planning necessary.
