EU-konform: Finanzierungssystem des Verkehrsverbunds Rhein-Ruhr. Positive Entscheidung der EU-Kommission zum Beihilfeprüfverfahren VRR - Eine Beurteilung aus der Sicht des Verbundes.

Abstract

Die Europäische Kommission hat im Beihilfeprüfverfahren der Stadt Langenfeld gegen zwei im Verkehrsverbund Rhein-Ruhr tätige Verkehrsunternehmen eine positive Entscheidung getroffen. Mit diesem Beschluss wird erstmalig eine Entscheidung im deutschen ÖPNV unter Anwendung der VO (EG) 1370/2007 getroffen. Diese positive Entscheidung für die beiden betroffenen kommunalen Unternehmen hat weitreichende Bedeutung für die Beurteilung des VRR-Finanzierungssystem und damit auch für die anderen im VRR tätigen Unternehmen und für alle anderen Finanzierungen im ÖPNV.The European Commission has taken a positive decision in the subsidies investigation process of the city of Langenfeld against two transportation companies acting in the transportation association Rhine-Ruhr (VRR). By this decision and for the first time, a decision in the German public transport applying to the VO (EG) 1370/2007 has been taken. This positive adjudication for both municipal enterprises has far-reaching consequences to the VRR financing assessment, for other companies cooperating with VRR and finally for all other financing systems in the public transport.
