Abstract
Die europäischen Trassenpreissysteme enthalten zahlreiche Anreiz- und Lenkungselemente. Die Analyse zeigt, dass gleichartige Zielsetzungen oft mit unterschiedlichen Lösungsansätzen angegangen werden. Diese nationalen Systemunterschiede bergen die Gefahr einer ineffizienten länderübergreifenden Steuerungswirkung, wobei die Autoren bezüglich des Nutzens einer europäischen Harmonisierung zu einer differenzierten Schlussfolgerung gelangen.
Europe's rail track charging systems incorporate a range of incentives and control mechanisms. Based on a well-structured comparison of the rail track charging systems of Germany, France and Switzerland, this study shows that their objectives - usually of a similar nature - tend to be approached in a variety of ways. The national differences of these systems highlight the inherent dangers of inefficient, trans-border controls, prompting the authors to come up with diverse conclusions about the benefits of a harmonized system. The rail track's element of pricing needs to be standardized across Europe if the various types of rolling stock are taken into consideration. Beyond that, any standardization on an international scale should take into account the accounting process for track charges, possibly by setting up an international fee collection body.
