Abstract

Die Autoren versetzen sich in das Jahr 2007 und werfen einen hypothetischen Blick auf die mögliche Zukunft der Raumentwicklungspolitik in Europa: "Wir schreiben Montag, den 2. Juli 2007. Die Zeit der deutschen EU-Ratspräsidentschaft ist beendet. Bereits vor einigen Tagen haben sich die für die Raumentwicklung zuständigen Minister auf die Heimreise von Usedom begeben. Hier hatten sie intensiv die Probleme diskutiert, die im Rahmen des Ratifizierungsprozesses der Europäischen Verfassung und der Haushaltsverhandlungen der EU entstanden waren. Mit viel gegenseitiger Überzeugungsarbeit war es ihnen gelungen, den Pfad einer zunehmenden Renationalisierung wichtiger Politikbereiche zu verlassen und stattdessen gemeinschaftliche Alternativen wieder stärker in den Vordergrund zu stellen. Dabei wird das Prinzip des ,Europas der aktiven Bürger' - wie schon Jahre zuvor das des Europas der Regionen ein zentrales Leitmotiv der zukünftigen staatenübergreifenden Zusammenarbeit sein. "It is Monday, 2nd July 2007. The German EU Presidency is finished. Some days ago already the ministers responsible for spatial development left Usedom Island back home. They had intensively discussed the problems which had arisen in the context of the ratification process of the European Constitution and the EUs budgetary negotiations. With a lot of mutual convincing they had managed to go off the increasing re-nationalization of important policies and instead to put joint alternatives into the foreground again. As in the ease of the 'Europe of the Regions" principle, the principle of a 'Europe of Active Citizens' will become a central concept for future trans-national co-operation.
