Abstract
This thesis examines the question of the transformation of 'issues' in participatory processes. The question is analysed on the basis of various (digital) participation formats, which are organized by public institutions. The approach of combining the concepts of design and publics makes it possible to question how citizens come together within participatory proceesses and stay together without focusing on their personal motivations.
