Abstract

Vor dem Hintergrund der sich vollziehenden und absehbaren Veränderungen der Rahmenbedingungen ist die Zukunft der Finanzierung eine der Kern-Herausforderungen der ÖPNV-Wirtschaft in Deutschland. Zu den substantiellsten Optionen, der Herausforderung gerecht zu werden, zählt die Ausschöpfung des Potenzials von verkehrsträger- und marktübergreifenden Aktivitäten auf der Basis moderner Bezahl-, Management-, Informations- und Kommunikationssysteme. Maßgebliches Instrument dafür ist das elektronische Ticketing. Ziel muss es sein, die finanzielle Basis des ÖPNV damit zu verbreitern, zu diversifizieren und zukunftssicherer zu machen. Die Möglichkeiten für eine Optimierung der Marktausschöpfung und Markterweiterung der ÖPNV-Wirtschaft sind beträchtlich. Die geltenden Gesetze und Vorschriften eröffnen vielfältige Spielräume in diesem Zusammenhang.Taking into account the ongoing as well as the foreseeable changes of the boundary conditions, the future of financing is one of the (if not the) core-challenge(s) for the transit-industry in Germany. Among the most substantial options for meeting the respective challenges is the exploitation of the potential of transport-sector overlapping and cross-market activities based on modern payment-, management-, information- und communication-systems; key is the advanced electronic ticketing. The aim must be widening and diversifying of the financial basis of the transit-sector and thus making it future-proof. In fact there is a great variety of possibilities for optimizing the market exploitation and market expansion of the transit-industry in this regard. The laws and regulations in force allow taking advantage of the potential to a reasonable degree.
