Lärmsituation in Deutschland unter Berücksichtigung der EU-Rahmenbedingungen zum Lärmschutz.

Abstract

Zwei Drittel der Einwohner Deutschlands fühlen sich durch Lärm belästigt. Die Situation ist in anderen Ländern Europas vergleichbar. Mit der EU-Umgebungslärmrichtlinie gibt es erstmals einen gemeinsamen europäischen Ansatz zur Verminderung der Lärmbelastung der Bevölkerung. Dabei werden nach vergleichbaren Verfahren Lärmschwerpunkte durch eine umfassende, strategische Lärmkartierung ermittelt. Auf der Grundlage der Lärmkarten werden unter aktiver Mitwirkung der Öffentlichkeit Lärmaktionspläne aufgestellt. Durch die Lärmaktionsplanung konnte vielerorts die Lärmsituation verbessert werden. Dennoch sind auch in Zukunft auf allen Handlungsebenen noch große Anstrengungen erforderlich, um spürbare Verbesserungen für die vom Lärm betroffene Bevölkerung zu erreichen. Hierzu leistet die Lärmschutzpolitik auf europäischer Ebene einen wesentlichen Beitrag.Two thirds of the inhabitants of Germany feel disturbed by noise. The situation is comparable in other European countries. With the EU Directive on Surrounding Noise a common European approach for the reduction of noise impairments of the population is available for the first time. With this approach focuses of noise are determined in comparable procedures through the comprehensive, strategic mapping of noise. On the basis of the noise maps, noise action plans are prepared with active public participation. Through noise action planning it has been possible to improve the noise situation in many places. Nevertheless, great efforts are still required also in the future at all action levels, in order to achieve noticeable improvements for the population affected by noise. Noise protection policy at the European level makes an essential contribution to this.
