Abstract
Das Programm INTERREG IIIB - Ostseeraum - schreibt in Polen eine Erfolgsstory. Seit Anfang 2004 beteiligt sich Polen verstärkt an INTERREG-Projekten. Seitdem ist der finanzielle Anteil polnischer Partner auf ein beachtliches Volumen angewachsen und haben polnische Verantwortliche die Leitung in einigen Projekten übernommen. Auch ein wachsendes Interesse polnischer Unternehmer an den INTERREG IIIB-Projekten ist zu beobachten. Die Surveystudie hat ergeben, dass INTERREG-Projekte in mehrerer Hinsicht ein wichtiges Instrument der Raumentwicklung in Nordpolen sind: Mit ihrer Hilfe konnten allgemeine Probleme gelöst werden, die einzelne Institutionen oder Organisationen kaum hätten bewältigen können. Sie haben zur Erarbeitung und Erprobung neuer Instrumente zur räumlichen Entwicklung und Planung geführt, insbesondere gute Beispiele und wichtiges Know-how erbracht. Zukünftig werden die Projekte der transnationalen Zusammenarbeit mit den infrastrukturbezogenen Projekten der Strukturfonds um Ressourcen konkurrieren Um die transnationale Zusammenarbeit in der Raumentwicklung auf dem gegenwärtigen Niveau zu erhalten, wird daher eine Verfahrensvereinfachung bei der Finanzmittelbeantragung erforderlich sein. Außerdem gilt es, die transnationalen Projekte weniger abgehoben zu formulieren und sie ganz auf die konkreten Entwicklungsbedürfnisse zu fokussieren. Ein besseres Zusammenspiel von weichen transnationalen Projekten (Programmentwicklung) und harten regionalen Projekten (Umsetzung von Investitionen) wäre ebenfalls wünschenswert. difu
The BSR INTERREG III B has been a success story in Poland. In general, Polish partners report a high level of satisfaction for being engaged in the project activities, although they would expect better match between the soft project outcomes and hard implementation decisions, investments in particular. Since the beginning of 2004, Polish participation in INTERREG projects has been strengthened. Polish authorities took over leadership of some projects whenever their importance for development of Poland was deemed strategic and important. The growing interest of the Polish business sector in INTERREG IIIB projects has been noted as well. The survey conducted has revealed that INTERREG projects have played an instrumental role for spatial development of Northern Poland in several aspects. They have helped in solving common problems, which could be hardly addressed separately by individual organisation. They have resulted in the elaboration and testing of new instruments important for spatial planning regarded as a tool co-ordinating various human activities within a space. They have brought important good practices and know-how concerning spatial development. In the future, trans-national territorial co-operation projects will compete for resources with infrastructure-related Structural Funds projects. Therefore, to maintain trans-national co-operation in spatial planning and development at the current level will require simplification of the procedures enabling to apply for financial support for trans-national projects as well as turning those projects into less abstract terms in responding to existing development needs.
