Zusammenfassung
Der Beitrag thematisiert die Frage des Lernens und der Bildung von Sozialkapital in Projekten der transnationalen Zusammenarbeit zur Raumentwicklung. Bei der Bewertung solcher Projekte und Programme wird oft eingewendet, dass sie nur selten greifbare Resultate hervorbrächten und ihr hauptsächlicher Mehrwert in der Netzwerkbildung und dem Voneinander-Lernen läge. Eben diesen Aspekt des Lernens versucht der Autor näher zu ergründen, und zwar auf Grundlage einer Untersuchung nordisch-schottischer Kooperationsprojekte, die im Rahmen von INTERREG und Art. 10 EFRE durchgeführt wurden. Er erörtert die Frage, wie sich das Lernen in diesen Projekten gestaltete und ob es irgendetwas verändert hat. Im Ergebnis kann Lernen in transnationalen Projekten dann Wirkung entfalten, wenn es als ein organisatorisches Lernen zu verstärkter Sozialkapitalbildung führt, z.B. durch veränderte Arbeitsroutinen. difu
The article addresses the issue of learning and social capital building in trans-national co-operation projects in the field of spatial planning. Evaluations of trans-national cooperation programmes and projects often argue that there are rarely any tangible results of these projects and that the main value added lies in the field of networking and mutual learning. The author tries do dig a little deeper into the issue of learning whereby he draws widely on a study on Nordic-Scottish co-operation projects under the framework of INTERREG IIC and Art. 10 ERDF discussing how this learning has occurred in these projects and whether it has changed anything. It is argued that learning in trans-national co-operation can have effects when it is organizational learning, e.g. through the changes of routines, to increased social capital building. difu
