Abstract

Der Beitrag stellt das zweite Bahn-Sondergutachten der Monopolkommission vor und erläutert einige der Wettbewerbs- und Regulierungsprobleme im Bahnsektor. Er behandelt insbesondere die Preisdiskriminierung beim Zugang zur Eisenbahninfrastruktur, die Probleme bei der Vergabe von Verkehrsverträgen und die Behinderungswirkung durch Tarif- und Vertriebsstrukturen im SPNV sowie die Wettbewerbsaussichten im Fernverkehr.The article presents the German Monopolies' Commission's second Special Report on the Railway Sector and expounds some of the competition and regulatory problems in that industry. It deals in more depth with price-discrimination in infrastructure access, with problems concerning the allocation of public service contracts and the obstruction of competition by structures of ticket rates and sales in local transport as well as with the prospects of competition in long-distance traffic.
