Abstract
Dieser Aufsatz ist das Ergebnis einer Analyse der geplanten SPNV-Vergaben in den einzelnen Bundesländern Deutschlands. Über die Vergabeplanungen der Aufgabenträger und die Abbestellungsquoten aus den Direktverträgen nach §4 Abs.3 VgV ließ sich das künftige Marktgeschehen auf dem SPNV-Markt ermitteln. Über zwei Szenarien werden Aussagen getroffen, wie sich der Wettbewerb nach Auslaufen der Direktverträge entwickelt. Die Analyse gliedert sich in die Untersuchung nach dem Vergabevolumen, den Netzgrößen und Vergaben pro Jahr, nach Produktgruppen sowie den Traktionsarten. Abschließend werden Herausforderungen des SPNV-Marktes und unterschiedliche Strategien zu deren Bewältigung aufgezeigt. difu
The objective of the study is to analyze the purposed competition based bidding processes for regional and commuter rail services in the Federal States of Germany. The market analysis bases on the placing forecasts of each transport legislatives and the planned cancellation quotas which are defined within the German placing degree § 4 (3) VgV. Two scenarios lead to statements about the future competition in the regional and commuter rail sector for the period after the ending of direct placed contracts for transport provision. The analysis is organised by the different volumes of the transport performance, the network dimensions and placing processes per year, the product specifications and traction modes. Finally the future deviances within the regional and commuter rail market as well as different strategies for its coverage are pointed out. difu
