European territorial cooperation and learning. Reflections by the guest editor on the wider implications.

Abstract

Das Editorial führt in das Thema der Ausgabe, die europäische territoriale Zusammenarbeit unter besonderer Beachtung ihrer Lernprozesse, ein. Die europäische territoriale Zusammenarbeit ist zum einen das dritte Ziel der EU-Kohäsionspolitik für den Förderzeitraum 2007-2013, zum anderen ist sie Oberbegriff für Projekte wie INTERREG und ESPON. Wenn Kooperation Planung inhärent ist - gleiches läßt sich auch vom Lernen sagen -, so ist es erst recht der Fall bei europäischen Planungsprozessen. Lernen kann selbst zu einer Ressource des Wandels werden, wie sich etwa im Falle ESPON zeigt, das die Territoriale Agenda zustande gebracht hat. Die Beiträge der Ausgabe werfen einen Blick auf verschiedene Aspekte der europäischen räumlichen Kooperation und des Lernens, sowohl im Rahmen der gemeinsamen Europäischen Kohäsionspolitik wie auch in den grenzüberschreitenden und bilateralen Projekten. Die Einführung versucht darüber hinaus noch auf eine andere Folge der Kooperation und des gemeinsamen Lernens aufmerksam zu machen: auf die Herausbildung einer übernationalen Expertengruppe, die Motor des Wandels ist. goj/difuEuropean territorial cooperation is the third objective of the EU Cohesion Policy for 2007-2013, as well as being the new umbrella under which ESDP follow-ups, such as INTERREG and ESPON, can continue. Cooperation is inherent to planning, and so is learning, and this is even more the case for European planning. Learning in itself can become a source of change, such as when ESPON gave rise to the Territorial Agenda. The papers in this issue cast light upon the various aspects of European territorial cooperation and learning, both within the mainstream instigated by the European Cohesion Policy as well as cross-border and bilateral projects. This introduction also speculates on the wider implications of cooperation and learning: the emergence of a transnational group of experts who promote change. difu
