Zusammenfassung
Die Regionalisierung des Schienenpersonennahverkehrs (SPNV) hat am 1. Januar 1996 begonnen. Somit blickt die ÖPNV-Branche auf eine 10-jährige Entwicklung zurück, in der die Verantwortung für Quantität und Qualität des SPNVs auf die Länder übertragen wurde. Vor diesem Hintergrund muss die Frage gestellt werden, inwieweit die Regionalisierung die in sie gesetzten Erwartungen erfüllt hat und die Länder die Chance genutzt haben, mehr Wettbewerb und eine höhere Attraktivität des SPNVs herbeizuführen. Nachdem der ÖPNV-Sektor einer jahrzehntelangen strengen Marktordnung unterworfen war, kann sicher von keinem abgeschlossenen Prozess gesprochen werden; Dennoch ist die Zeitspanne lang genug, um eine Bilanz der Regionalisierung zu ziehen. difu
The ten-year SPNV regionalization process can be regarded as successful since key figures point to a notable increase in traffic during that period. The financial means made available to the SPNV, within the framework of the law of regionalization, have formed the basis for this success. It is worth noting, however, that the element of competition has not yet reached the expected level, and the bidding process has not adequately been made use of by most of the Länder. Potential savings in costs and increases in efficiency - with the help of competitive bidding - appear not to have been sufficiently appreciated. Most of the service awards of the SPNV have been made by private contracts. The looming threat of curtailing financial means for the regionalization process is forcing the Länder to review their methods of awarding contracts. Otherwise, they might run the risk of having to downgrade the commendable standard of service achieved by the SPNV. difu
