Stadtentwicklungsplan Wohnen 2030. Neue Wohnungen für Berlin.

Abstract

Die Aufgabe des Stadtentwicklungsplan Wohnen ist es festzustellen, wie hoch der Bedarf an Wohnungen ist, wie viel Neubau notwendig ist, um diesen Bedarf zu decken, und wo geeignete Potenziale dafür liegen. Ziel ist eine bedarfsgerechte und ausreichende Flächenvorsorge für den Wohnungsneubau im gesamten Stadtgebiet bis 2030. Dabei benennt der StEP Wohnen 2010 Schwerpunkträume in der Stadt. In ihnen soll sich die Entwicklung vorrangig vollziehen, weil hier die Voraussetzungen günstig sind und stadtentwicklungspolitische Kriterien besonders zum Tragen kommen. Zudem stuft der Plan zeitlich ein, wann mit der Realisierung der Flächen zu rechnen ist, und benennt geeignete Instrumente und Maßnahmen, um den notwendigen Wohnungsbau entsprechend den stadtentwicklungspolitischen Zielen umzusetzen.The task of the Urban Development Plan for Housing (StEP Wohnen) is to determine how high the demand for housing is, how much new construction is necessary to meet this demand, and where there is suitable potential for it. The aim is to provide sufficient space for the construction of new housing in line with demand in the entire urban area by 2030. StEP Wohnen names the main focus areas in the city. Development should take place in these focus area as a matter of priorirty because conditions here are favourable and urban development policy criteria are particulary relevant. In addition, the plan assesses when the developments are likely to be realised and identifies suitable instruments and measures to implement the necessary housing construction in line with urban development policy objectives.
