Abstract
Am 1. Januar 2005 trat im Bundesland Brandenburg eine tiefgreifende Reform der ÖPNV-Finanzierung in Kraft. Im Mittelpunkt der Reform steht die Stärkung der kommunalen ÖPNV-Aufgabenträger, in deren Hand die staatlichen ÖPNV-Fördermittel im Sinne eines Besteller-Ersteller-Systems gebündelt werden. Unter den schwieriger werdenden Rahmenbedingungen sollten mehr Effizienz, Transparenz und Flexibilität in der Nahverkehrsfinanzierung erreicht und die Finanzierungsstrukturen an die Erfordernisse eines Wettbewerbsmarktes angepasst werden. Zentraler Baustein der Reform ist die Einführung eines dynamischen Schlüssels der Mittelverteilung zwischen den Aufgabenträgern, der sich vor allem an Kriterien des ÖPNV-Angebots und an Erfolgen am Fahrgastmarkt bemisst. difu
In January 2005 a far-reaching reform of the Public Transport Financing System was launched in the Federal State of Brandenburg. The main objective of this reform was the strengthening of local municipal bodies responsible for public-transport. These bodies will from now on be responsible for the main part of public means for public transport. Expected is that more efficiency, transparency and flexibility in the financing of public transport will be achieved. The new finance structures are also prepared for a public transport market under conditions of competition. Main component of the reform is the introduction of a dynamic ratio of distribution of the public financing between the 18 municipal bodies. Essential criteria for this quota are quality of public-transport connections and numbers of passengers. difu
