Amphibische Stadträume. Integration eines dezentralen Regenwassermanagements in den öffentlichen Freiraum im Rahmen eines klimaadaptiven Stadtumbaus.

Abstract

Durch den fortschreitenden Klimawandel rückt die urbane Klimaadaption zunehmend auf die Agenda der Stadtentwicklung und in das Aufgabenfeld der gestaltenden Disziplinen. Die Arbeit widmet sich insbesondere dem Umgang mit Starkregenereignissen versiegelter und fragmentierter öffentlicher Freiräume in der verdichteten Stadt. Durch die sichtbare und erlebbare Integration eines dezentralen Regenwassermanagements entstehen "Amphibische Stadträume", mit dem Potenzial einerseits die Folgen von Extremregen abzumildern und die städtische Klimaresilienz zu erhöhen und anderseits neue Aufenthaltsqualitäten und Atmosphären zu generieren. Auch wenn das Thema auf strategischer Ebene eine hohe Relevanz in der deutschen Städtepolitik einnimmt, gibt es derzeit noch sehr wenige realisierte Pilotprojekte im Bestand. Untersucht werden daher in einer ideengeschichtlichen Analyse relevante Konzepte einer wassersensiblen Stadtentwicklung - z.B. in Form von blau-grünen Infrastrukturen. Des Weiteren werden internationale Strategien und Vorreiterprojekte beleuchtet und zwei besonders innovative Projekte in Kopenhagen und Rotterdam empirisch vertiefend analysiert. Als Fazit wird ein Modell vorgestellt, welches die wichtigsten Themen und Aspekte für die Entwicklung und Gestaltung von "Amphibischen Freiräumen" zusammenfasst.As climate change progresses urban adaptation is increasingly being placed on the agenda of urban development and in the field of the creative disciplines. This work deals in particular with the handling of heavy rain events in sealed and fragmented public open spaces in the dense city. The visible and tangible integration of a decentralized rainwater management creates "Amphibious urban spaces", with the potential to mitigate the consequences of extreme rain and to increase urban climate resilience and at the same time to generate better qualities for public life and new water atmospheres. Even though the topic has a high relevance in German urban policy at the strategic level, there are currently very few built pilot projects. Therefore, relevant concepts of a water-sensitive urban development - for example in the form of "blue-green Infrastructures" are analyzed. Furthermore, international strategies and pioneering projects are examined and two particularly innovative projects in Copenhagen and Rotterdam are analyzed empirically in depth. As a conclusion a model is presented that summarizes the most important topics and aspects for the development and design of amphibious urban spaces.
