Zusammenfassung
City-Maut wird seit Jahren in Europa und weltweit als wirkungsvolles Instrument der Lösung von Verkehrsproblemen oder von durch den Verkehr erzeugten Problemen in Innenstädten eingeordnet und angewendet. In Deutschland wird dem Thema dagegen nach wie vor in der Regel reflexartig mit Argumenten begegnet, die sich in der Praxis längst als nicht belastbar erwiesen haben oder Mängel adressieren, die durch geeignete Lösungsansätze vermieden werden können. City-Maut ist kein Selbstzweck. Es ist vielmehr eine potentiell höchst wirkungsvolle Ergänzung des konventionellen Instrumentariums zur Lenkung und Finanzierung des innerstädtischen Gesamtverkehrssystems. Nicht zuletzt steht dabei die Förderung der Systeme des Umweltverbundes vielfach im Vordergrund.
Urban road user charging is recognized in Europe and worldwide since numerous years as a highly efficient tool for solving traffic-problems or problems related to traffic in the inner cities. In Germany however, the issue is yet discriminated whenever it is raised. Most arguments used have already proven not to be consistent or refer to deficiencies that can easily be avoided by implementing an appropriate tolling concept. Urban road user charging is not an end in itself. It is a potentially highly efficient supplement to the conventional tools of traffic-management and financing the transport infrastructure. The systems of the so called environmental alliance (including public transit) are not at least in most cases important elements of city-tolling strategies.
