Abstract
Die kommunale Selbstverwaltung ist in jüngster Zeit durch Landes- und bundespolitische Maßnahmen stark eingeschränkt worden. Der Ruf nach mehr Demokratie bleibt aber solange unerfüllt, wie auf Gemeindeebene der Wunsch nach Partizipation an Entscheidungen unerfüllt bleibt.
