Abstract

Zahlreiche Neu- und Ausbauten von Straßenbahninfrastruktur scheitern an einer knappen Haushaltslage. PPP-Projekte können Lösungswege bieten. Der Private übernimmt Planung, Bau und Betrieb der Schieneninfrastruktur sowie die Vorfinanzierung der Baukosten. Es reicht allerdings nicht die Grundgedanken einer PPP konsequent umzusetzen und eine effektive Einbindung von Fördermitteln zu gewährleisten. Vielmehr sind in diesem Bereich eine Vielzahl von Branchenspezifika vorhanden; die in angemessenem Maße zu berücksichtigen sind. Nur wenn all diese Parameter beachtet werden, ist eine erfolgreiche Projektrealisierung möglich.Much of the tramway infrastructure is deficient due to tight budgetary conditions. PPP projects can provide a solution to this. The private entity takes over the planning, construction and business aspects of the tramline infrastructure, as well as providing the advance capital to facilitate construction. However, it is not enough to systematically implement the basic ideas of a PPP and guarantee the effective involvement of subsidies. Instead, a number of sector specifics exist in this area, which should be taken into account adequately. Only when all of these parameters are adhered to can the successful realization of the project become possible.
